More than 90% of enterprises in the Lishui jurisdiction can enjoy policy dividends.

Within less than an hour, she obtained the city's first self-printed Certificate of Origin for China-ASEAN Free Trade Agreement exports to Malaysia. "This certificate can exempt our company's products exported to Malaysia from nearly a thousand yuan of import tariffs in the destination country."

It is understood that the certificate of origin serves as proof of the "economic nationality" of exported goods entering the international trade arena, and is often referred to as "paper gold." Holding a preferential certificate of origin for a free trade zone issued by customs allows companies to enjoy tariff concessions in the corresponding importing countries. Starting from September 1st, the General Administration of Customs decided to add the China-ASEAN Free Trade Agreement certificate of origin for exports to Malaysia and Vietnam, as well as the Regional Comprehensive Economic Partnership (RCEP) certificate of origin for exports to Vietnam, to the list of certificates that can be self-printed.

As a foreign trade enterprise, Zhejiang Shuangkai Automotive Air Conditioning Co., Ltd. mainly exports automotive air conditioning condensers, and Malaysia is one of its important export destinations. Previously, although the RCEP Certificate of Origin for exports to Malaysia could be self-printed, the company has always opted to issue the China-ASEAN Certificate of Origin instead, because the agreed tariff rate under the RCEP for the relevant product code is 26.8%, while it has been reduced to zero under the China-ASEAN Free Trade Agreement.

"Before the self-printing of ASEAN certificates for exports to Malaysia was available, we needed to first obtain blank certificates, then print and submit the certificates of origin for endorsement. This required several trips to the customs in a month," said Chen Cailei. Now that self-printing is in effect, we only need to apply online, and after customs review, we can self-print the certificate on an A4 paper without having to travel back and forth to the customs visa points. It is reported that previously, most ASEAN countries had already implemented self-printing of certificates of origin. With the addition of Vietnam and Malaysia, more than 90% of enterprises within the jurisdiction of Lishui City can now enjoy the policy benefits of self-printing. Xia Chengyu, a customs officer at Lishui Customs, stated that they will next increase policy publicity through online WeChat groups and offline field research visits, continue to unleash policy benefits, and promote the "online declaration, intelligent review, and self-printing" mode for certificates of origin, allowing data to "do the running" while reducing the need for enterprises to "do the running".
